This is my all time favourite character, Cheng Li, from the Vampirates series by Justin Somper [link] . She's supposed to be taking a rare moment to relax, probably right before the final battle in Immortal War (and if you've read it you should get the arrow/constellation reference). I can't really say much more without ruining the rest of the series though.
